The intention is to avoid used car mileage scams. The dates are mandatory biannual tech inspections. Test it here with two random letters and five numbers:

It’s an excellent feature for enthusiasts buying old tin with odometers rolling back at 100K, but it can be a bit buggy.

This is one of two similarly-badged, black Flexes I’ve seen in the last week. The other also sported a half-dozen or so of the same yellow/black stickers down each side. I’m going to assume the front Ford badge was covered with one as well.
