I can imagine the 'economy' gauge never moves from about 90% to the right of its travel.
Even my '89 40 SEL would barely crack 20 MPG, cruising @ 70 MPH, no A/C on, windows closed, flat roads.
By 'barely' I mean 20.1 MPG.

I think I would have painted the passenger's interior door handle red. Imagine emptying a full clip in a moment of inattention.

So, four screws probably means 2 13mm, 1 7mm, and 1 11mm, in that order, starting from "noon" counter-clockwise.
