Good Year came up with these light-up tires in the early sixties, apparently to aide in up skirt photography. The tires were made from synthetic rubber, and illumination was provided by wheel-mounted bulbs. Changing one of those must have been a hassle!

Wow– can't believe this isn't ripe for a comeback. Grade-D hoons everywhere can get color-impregnated tires to lay down majestic, colored burnouts; and now we have retractable wheel illumination.
Except for that whole pesky bias-ply vs. radial tire thing (y'know, performance), this would seem to be a no-brainer! -

What color were they when not lit up?
I can't believe that a bulb from the 60's could possibly last inside a tire. LED's today make this a brighter possibility. -
