I am actually sort of impressed at how horrible that is. It would be one thing if they used a WWII-era Japanese flag, but that would almost make sense, given Japan/China relations.
Wasn't the only change in the Japanese flag from WW2 to the present day a slight change in the proportions?

Yes, but the modern JMSDF still use that flag- this picture is of the guided missile destroyer Kongo in 2007.

That is the Japanese Naval flag. It was used universally during WW2, but has never been out of use for other things since.
